About Labuan
Labuan is an Island located at 358km off the coast of the east Malaysian state of Sabah. It is a Federal Territory of Malaysia and strategically located in the South China Sea close to the Kingdom of Brunei. The legislation governing the Labuan jurisdiction is independent of the domestic laws of Malaysia and was formulated by modifying the legislation from other offshore centres.

Labuan was declared as an International Offshore Financial Centre on 1 October 1990 to complement Kuala Lumpur as a regional financial centre. The Malaysian Government, committed to making Labuan a success, had ensured a legislative framework which is not only business friendly but also prudent to safeguard Labuan’s international image as a clean and reputable international financial centre.


Labuan Financial Services Authority (LFSA). The Supervisory Authority
Labuan FSA was formerly known as Labuan Offshore Financial Services Authority (LOFSA), established in 1996 to act as a one stop regulatory body supervising and regulating the financial services in Labuan IBFC. They also act to maintain good repute of Labuan as an international business and financial centre.

Objectives of Labuan Financial Services Authority (LFSA)
  1. To promote and develop Labuan as an international centre for business and financial services.
  2. To develop national objectives, policies and priorities for the orderly development and administration of international business and financial services in Labuan.
  3. To act as the central regulatory, supervisory and enforcement authority of the international business and financial services industry in Labuan.
